Windows 10 Fall Creators Update 2017
November 14th, 2017: The 'Patch Tuesday' updates to 1709 appear to have resolved the problem!
For more information look at the support group. This appears to affect build 1709 only, to see the version of Windows 10 run Winver from the command prompt or the Windows Search field. Advice: avoid version 1709!
"Since the Windows 10 Fall Creators Update 2017, all MFC applications that use the Ribbon start up very, very slow and even seem to hang. Clicking the main button to show the menu panel then again seems to hang for seconds (!) until its shown."

Update: November 1st, 2017
A new kit has been created which works round some of the errors introduced by the Creators Update, the program starts much faster. Other errors as a result of the Creators Update cannot be resolved until Microsoft releases an update. A new kit has been created which starts faster with this release of Windows 10.
